In brief

HESA permanent-address data describes a defined student population. It can support enrolment research, but it does not establish citizenship, individual visa outcomes or which university is best.

Read the population definition first

HESA Table 28 identifies non-UK permanent-address students by provider and country of permanent address. Its listing covers academic years 2014/15 to 2024/25. An enrolment associated with a permanent address in Nepal should not automatically be described as a Nepali citizen or a new arrival.

Check whether the measure covers entrants or all enrolled students and which characteristics the actual source file includes. Do not add a level-of-study or subject filter unless that field is supplied by the selected dataset.

Keep rounding and provider changes visible

HESA statistical disclosures include rounding and small-population protections. Follow the release notes when interpreting figures. Rounded cells may not add to an independently rounded total. A displayed tie can reflect rounding rather than an exactly equal underlying count.

A long-term comparison also needs to account for provider identifiers, mergers and changes in coverage or definitions. Keep missing or suppressed observations distinct from a true zero and do not reconstruct protected values from other totals.

What a reproducible report should publish

A future enrolment report should retain the source file and licence, identify its extraction date, version its transformation code and publish a data dictionary. Validation should check duplicate keys, year coverage, provider mapping and any reconciliation limits.

The current release provides a guide to interpretation and links to the official dataset. It does not present a downloaded HESA extract, institution ranking or numerical analysis as completed research. Those outputs require a verified import and documented checks first.

Use statistics alongside course research

Enrolment volume does not measure teaching quality, admission probability, employment outcomes or visa safety. Use the statistics to understand a defined population and use the university's own course information to investigate your educational fit.
